A plugin with releases has at least one GitHub or GitLab Release object — the same count as the homepage. Self-updates means the plugin injects into Dashboard → Updates (Plugin Update Checker, a custom Update URI, a manifest.json updater, or its own hook). Git Updater headers alone do not count; those need the Git Updater plugin installed.
