Upload it under Plugins → Add New Plugin → Upload Plugin, then activate.

Install straight from GitHub with WP-CLI:

W3 Total Cache Page Clearer

Adds a dashboard widget and adminbar link to clear page cache by URL.

Fixes problems clearing the cache of a page that isn't a single post.

Also adds a dashboard widget to clear any page by URL.
