Install
Upload it under Plugins → Add New Plugin → Upload Plugin, then activate.
Install straight from GitHub with WP-CLI:

Installation
- Download the latest ZIP from GitHub Releases or your Q-Tale dashboard
- WordPress Admin → Plugins → Add New → Upload Plugin → Activate
- Settings → Q-Tale TTS → enter API key
