Upload it under Plugins → Add New Plugin → Upload Plugin, then activate.
Install straight from GitHub with WP-CLI:

Description
Mega Widget is a simple plugin which displays all core widgets in the widget area and you can test all core widgets in your theme in easy way.
Installation
Using The WordPress Dashboard
- Navigate to the 'Add New' Plugin Dashboard
- Select 'mega-widget.zip' from your computer
- Install
- Activate the plugin on the WordPress Plugin Dashboard
- Place the 'Mega Widget' Widget into a Widget area through the 'Appearance -> Widgets' menu in WordPress.
Using FTP
- Extract 'mega-widget.zip' to your computer
- Upload the 'mega-widget' directory to your '/wp-content/plugins/' directory
- Activate the plugin on the WordPress Plugins dashboard
- Place the 'Mega Widget' Widget into a Widget area through the 'Appearance -> Widgets' menu in WordPress.
