No release zip yet. The repository archive installs, but the folder name will carry the branch suffix and updates will not flow:

Easy plugin. Activate to turn on, deactivate to turn off.
Displays coming soon template to anyone not logged in.
Modify template in inc/index.php, styles in css/styles.css.
