AC - PSC - Public Static Cache

Caches standard (non-password) posts (and the homepage) while skipping admin users and excluded post types. Denies direct public access to the cache directory. Provides an admin panel to manage/view cached files and logs, with the ability to preload, list, search, and sort all allowed posts, plus a dedicated top-level menu.
